If this is the case then that would explain your problem. This is what you need to do. Restart your PC. Create a temporary account with computer administrator access.
Log in as the new temporary user. Copy these files from your old account to your new account not the temp one you are logged in as. The copy should then complete and you can log in as the new user and delete the temporary account. Let me know how you get on.

Windows makes use of various technologies hard links, for example which depend on the affected files being on the same volume. You can try unlocker though it has some option to perform. As other user said most programs will not run properly because programs installed in the same volume using the registry entry.
